Can I buy a Harry Potter domain name and host a legal Harry Potter affiliate site without trouble?

I would strongly recommend against this. If you do it will likely bring a lawsuit.

Your question is unclear. But you cannot use the Harry Potter name/ trademark without a license. If you do this you will probably be sued.
